The Denver Plan is Denver Public Schools' action plan. Tom Boasberg, DPS Superintendent, describes the Denver Plan as the roadmap to reform, centered in rapidly accelerating student achievement and teacher effectiveness.

Nothing is more important to the future of our children than our teachers. Effective teaching is the one thing proven to truly move the achievement needle, to close our achievement gaps, and give every one of our students a real chance to succeed." – The Denver Plan
Central to the plan is the instructional core, which is defined by the interactions among engaged students, effective teachers, and rigorous content. Further, a core strategy of this support for what happens in the classroom, is that great people drive better outcomes for students. This is depicted in the following diagram:
